Make sure your dog is standing on all legs when being measured
#1-BACK LENGTH(most important): place the fabric tape at the base of the neck, where the neck connects to the back, and then extend the tape to the base of the tail, where the tail joins the body.
#2-CHEST GIRTH: place the tape at the top of the shoulder and wrap it around the dog's chest behind the armpits.
For a short-coated dog, wrap the fabric tape gently over the hair (skin);
For a medium and long-coated dog, wrap the tape through the hair with some space to the skin, so that the garment picked with this measurement won't be uncomfortably tight for your dog.
Compare your dog's measurements to the size charts, the size of the garment is determined by the larger size between the back length and chest girth. For example, if the back length is size 24 (S) and the chest girth is size 26 (M), choose size 26 (M) as your size.
It's highly recommended to choose one size down if:

#1-Chest: under the armpit, measure the circumference of the chest at the fullest point
#2-Waist: measure the circumference around the natural waistline, typically where your body bends side to side
#3-Hip: measure the circumference at the fullest point of the hip
Compare your measurements to the size charts. If your measurements correspond to different suggested sizes, choose the bigger size. For example, if the waist and hip suggest size S and the chest is M, choose M as your size.
If sizes fall in between, you can go with the smaller size for a snug fit or the larger size for a relaxed fit.
Wrap the tape around the base of the dog’s neck and take the measurement, or simply measure your dog’s collar for reference.

It's thin and breathable with no lining, so it adds very little warmth. On warm, muggy days, keep an eye on your dog and take it off once you're inside. Thick double-coated dogs run warmer than short-coated ones.
Yes, especially if your dog has a thick or double coat. That coat does the warming; what it can't do is stay dry. The raincoat keeps wet snow and slush off it, so it keeps working. Short-coated dogs who feel the cold are better in the Snow Warrior Suit, which has a fleece lining. The raincoat isn't designed to go over another coat.

After a muddy walk, rinse it off and hang it to dry. When it needs a proper wash: cold, gentle cycle, zipper closed, mild detergent, no fabric softener (softener stops the outer finish from shedding water). Hang dry; don't tumble dry.
Like any outdoor rain gear, the water-repellent finish wears down with use. When rain stops beading and starts soaking into the outer fabric, refresh it with a wash-in or spray-on water-repellent treatment made for outdoor gear. The waterproof coating inside isn't affected.
Measure your dog's back length, from where the neck meets the back to the base of the tail, and chest, around the widest part just behind the front legs. The size number is close to the back length in inches. Pick the size by back length, then check the chest: if it's over the limit for that size, take the next size up. Right on the line? Take the smaller one. The raincoat has no tail drawcord, so measure the back carefully. The size finder next to the sizes works it out from both numbers. Not sure?
